Noraieni Haji Mokhtar, a distinguished figure in Malaysian academia and public service since 1980, has made significant contributions to higher education and national capacity building. Beginning her career at Universiti Teknologi Malaysia (UTM), she rose to full professorship in 2002. Noteworthy achievements include her pioneering patented coastal protection system “Sine-Slab” and her leadership in research, teaching, and strategic policymaking in various fields such as physics, environmental engineering, and marine science.
Transitioning to governmental roles, Noraieni served as Director/Undersecretary at the National Oceanography Directorate, Ministry of Science Technology and Innovation (MOSTI) Malaysia from 2008 to 2014. During her tenure, she played a crucial role in coordinating oceanographic research efforts, shaping national policies, and establishing the National Oceanographic Data Centre (NODC). Her international engagements included leadership positions in UNESCO’s Intergovernmental Oceanography Commission and the Coral Triangle Initiative.
In her subsequent appointment as Deputy Vice Chancellor Academic and Internationalisation, and later as the first woman Vice Chancellor of Universiti Malaysia Terengganu (UMT), Noraieni spearheaded transformative initiatives in governance, human resources management, and research excellence. Under her leadership, UMT achieved significant advancements in global rankings and established itself as a hub for marine science and oceanography studies.
Currently, as a distinguished Research Fellow at the Centre for Ocean Governance, INOS, UMT, Noraieni continues to drive research and innovation in areas such as coastal fisheries, maritime logistics, and sustainable development. Her extensive network and expertise position her to foster collaborations between government, industry, academia, and communities, particularly in empowering coastal communities and young professionals.
Noraieni’s advocacy for social innovation and quality education aligns with the UN/IOC UNESCO Decade of Ocean Science and Sustainable Development 2030. She serves as an expert advisor, contributing her insights to shape the future of ocean science and sustainability.
Overall, Noraieni Haji Mokhtar’s multifaceted career reflects a deep commitment to advancing knowledge, fostering partnerships, and promoting sustainable development for the betterment of society, particularly in coastal regions and marine environments.
